I think at the 1:12 minute mark, black needed to play Kc5, improving the king and then grovelling it out in the very hard bishop and rook pawn vs king ending. With the king cut off, it is just hopeless.
Not necessarily, he was low on time, and not all players at that level know their rook endings by heart. I think I might've screwed this up myself back when I was 1700 or below.
