Interesting. About 10 years ago I was a passenger at the front of a rather shabby Boing 737-400 providing a service for a major Australian Airline from Auckland to Brisbane. We were apparently climbing through 23000 ft when the incident occurred. The captain came over the passenger intercom saying "Emergency Descent, Emergency Decent" simultaneously the engines spooled down and the aircraft changed to the decent pitch. Note in your video the passenger announcement was later in the event. Interestingly we felt a noticeable cool swirl of air through the cabin as this change in pitch occurred. Oxygen masks were not deployed to the passengers (perhaps due to the modest altitude and what was later confirmed to be a "we were unable to maintain cabin pressure during the climb out of Auckland". The aircraft did not change heading during the descent and we continued heading out over the ocean until established at what I estimated was 5000ft (the waves were close!). After level flight resumed the Captain assured us that the aircraft was completely flyable and the cause was the inability to maintain cabin pressure. We flew back to Auckland with no apparent further issues. Somewhat disappointedly the Airline spent the next couple of days denying that it was an emergency and it was a frequent occurrence in the industry. In hindsight the event may well have not been an emergency as claimed by the Airline but the Captain declared to everyone on board an emergency descent and in my book at that time it was indeed very much an emergency. So well handled by the crew but not by the PR people of the airline.

So would you have to assume most passengers will be unconscious by the time the masks drop. Seems no way that would happen in less than 10-20 seconds considering steps pilot has to take before the step of dropping masks?

Good video! I assume if in mountainous areas where the MEA or the IAF is above 10 thousand, you'd stop the descent higher?
Yes - 10,000ft or MEA, whichever is higher. It's a compromise between dying of hypoxia and dying from terrain impact.

whenever the pressure in the cabin climbs above 14000 ft (aka the pressure drops), oxygen masks are dropped automatically
