I’m not 100% sure of what the elegoo one has. Since you are working with the Arduino you use their version of C. What this does though is frame up a good walk through. Extra components is fine but this does a good job of introducing some very core ones.

Yes. To program an Arduino you would use the free Arduino app that runs on a computer. You then push the code to the Arduino via cable connection. The Arduino then runs it continuously or however you set it up to run.
Don't know if you're still reading this but yes, program the circuit board with a computer and when programming is complete, and working like you want, use an external power supply with the programmed board (without the laptop) to use the action(s) you programmed into the small board. Really useful and powerful kit.
I want to learn c++ is this better than the elegoo kit which is way cheaper and has more stuff included?

It will be in their website. Go to the Menu and click courses. Look for the free 30 Days list in space one.

@GetMeCoding well that sucks like a rubber crutch... had it not been for that one negative aspect I'd definitely order one... it's looks quite fun.
