AFAIK Esri didnt open the details of the algorithm, They only hinted that its needs the imagery complete metadata and rpc information to make the image based measurement possible. Refer to this pro.arcgis.com/en/pro-app/latest/help/data/imagery/making-measurements-using-imagery.htm . Personally I also didnt check if image mensuration generally has been explained in the latest rs/gis textbooks, may be you can dig it by yourself
You can try orbview 3 satellite available for free from earthexplorer.usgs.gov, but it wil only covers the 2010's because the satellite has burnt in the atmosphere.

May be the imagery you are using didn't have the needed metadata, or the imagery metadata reading is not supported by arcgis. For example arcgis version 10.1 can't read worldview2 imagery because arcgis 10.1 has been released prior to worldview2 satellite launch
As now you find the height of the building using the shadow is by using any background code or just by using the image.

As far I know, there is not, the only way to get those information is using photogrammetry techniques
