As a German, I can confirm that sven is NOT German. It's common in Scandinavia and parts of Germany (Just as you might find Germans named Bjørn in Schleswig) but in the middle, south, and lowlands of Germany, there aren't many people named Sven. It's not as commonly used in Sweden, but there are Low German countries and States that use it to some extent, (Schleswig -Holstein, Netherlands, Friesland, Lower Saxony) but not as commonly in Norway and Denmark (Svein i Norsk og Svend i Dansk.)
