He was saying direnv, the autogenerated subtitles misheard. Direnv sets environment variables automatically when you enter a directory, and can be used to automatically enter a Nix shell.

if nix provides stricter sandboxing and is self-contained, and is _also_ a build system, why use bazel at all?
