No way.Doc Ock could hold Tom with one arm and he has four.He attacked Electro before he can react.He defeated Iron Spider.He could take a lighting from Electro.He defeated Tobey with strategy during train fight.He is really underrated in terms of 1vs1.Don't tell me that he is a regualr human because he took a lot of radiation from his lab accident and even we don't know that this accident increased his durability it looks like increased because he took lighting from Electro and beatings form angry Tobey much better than Goblin's did.
I don't think ITSV Miles and Andrew are stronger , but Andrew has greater speed and Tom could possibly be stronger . Raimi spiderman is simply shown stronger against him .
