You can't just sprinkle salt on someone Boa turned to stone and have them revert back to normal. Also, water doesn't actually disrupt ANY fruit effect. All water does is make fruit users feel very weak. We see this when Chopper remains a chibi when he falls overboard, and when Genzo stretched Luffy's neck when he was stuck at the bottom of the water in Arlong Park. So there is nothing wrong with Perospero creating a mass of candy that he directs through the water so long as Perospero isn't covered in water himself.
