Bom lived in the US for 11 years, CL lived in France and Japan where she attended american schools, Dara learned english in the Philippines (it's almost a first language there) and Minzy learned it herself (i think she is fluent in it since 2013/2014)

Usually the case for a lot of non native speakers who learn English later in their life even when they spend years speaking it. For some people being 100% fluent is impossible.
