Structural engineering is easy to be self employed and it can be done until old. Experiences you should have: architect/ structural design internship, construction site too.

He is Consulting Engineer ( Civil & Construction) Licensed in California by CA Board. PE / PEng / CEng ( Chartered Engineer) is License/Registration given by Gov't & not Certificate/ Certification. It is must by law for Consulting Engineers

do I need to have a P.E to draft the designs or doing some CADs for other companies as a freelancer ?
You need a PE to sign and seal drawings. Drafting or doing the design doesn't require a PE, but it won't go for permitting without a sign and seal
