The criminality would have been rooted out immediately and the shortfalls would have been dealt with by implementing gas turbine or other forms of generation. BTW, you could have built a new nuclear station in the time this load-shedding nonsense has been going on. Canada's CANDU reactors are a particularly effective type there. The fact is, money has been swindled and work not done, and they're now chasing their own tails.
