Installation of carriers is completely legal irrespective of the type of car you are driving down the road. Hence, no official or police will be able to give a ticket or fine you for a carrier on the rooftop of your private, registered car. Sir under which section car luggage carrier is illegal?

As per the Central Motor Vehicle Rules (CMVR), 1989, which is a set of rules formulated under the Motor Vehicles Act, 1988, luggage carriers can be fitted on private, registered cars.
Also, there is no requirement for obtaining permission from the Regional Transport Office (RTO) before installing a luggage carrier on a private car in India.
However, the carrier must comply with the guidelines specified under the CMVR, such as not obstructing the driver's view or interfering with the functioning of the lights, indicators, or brakes, and not causing any damage to the car's body or structure. It is essential to ensure that the luggage carrier is securely fitted and does not exceed the maximum permissible weight limit specified by the car manufacturer. The luggage should be loaded within the permissible weight limit to maintain the car's stability and handling.
It is advisable to have the luggage carrier fitted by a qualified mechanic or authorized dealer to ensure that it is correctly installed and does not pose any safety risks.
No sir as per section 52 of MV Act no alteration is allowed in vehicle except then fuel change and adaptions for disable person in vehicle as vehicle registered as per TAC issued by testing agencies mention id rule 126 of CMVR

Update 2024 i went to rto for getting permission for carrier and requested them to update on my vehicle rc, but they denied saying its totally legal you don't need any permission for private vehicle, and said before 2years supreme court passed judgement on this.

Hello sir I have read you earlier responses it looks like you are just copy pasting the act. The act should be read by some common sense reason the act says no alterations are allowed it does not specify internal or external if we take this act in literal sense that means no one will be able to change the seat covers or covers even to the driving wheel as far as the research that i have done on this luggage carriers are allowed on private vehicles in India, provided they are installed and used according to the regulations set by the Regional Transport Office (RTO) and other relevant authorities. It's important to ensure that the carrier is securely fastened and does not obstruct the driver's view or endanger other road users.
Sir till today no any design of luggage carrier approved by testing agencies mention in rule 126. Who will decide about design and safety of carrier and safety of other road user we itself not decide to installed or not it should be permitted by act and rule made their under

What is the use of a luggage carrier that cannot be used to carry luggage? Government should atleast not call it luggage carrier then :)

This person is stuck to a point that no alteration allowed. No matter how much you try to make him understand the simple difference between alteration and installation of accessories he will not agree. This is the problem in our country. These policemen will try to create trouble to private vehicles at some point of time as you can't argue with them on road wasting your precious time. So better not to install these

Some vehicles come specified with "functional roof rails", where cargo boxes & other accessories can be attached. So does this mean that cargo box and other accessories (for roof rails) be attached to them within it's weight limits given by the manufacturer? This makes me assume that since manufacturer is specifying the weight limit of the roof rail, they must have obtained/ approved. Please correct me if I'm wrong.

No sir RTO can’t give permission in MV Act
Sirji if the car manual says that the provided roof rail can carry 100kgs then it should be allowed as the manufacturer has made it for such applications. E.G. when Force Gurkha launched they had an issue with the luggage carrier then they edited their user manual mentioning about pay load capacity of the luggage carrier.

They responded that no change in RC is required to add the carrier, as it is an accessory.
