Are you insane? Did you watch his RP at all? He never was in any group. He always was Temp member for heists and so on. He is not type to be leader. That's his character. And being CEO of group is not right vibe at all especially if all of the members don't have spine and are soft.
A group has the ability to develop over time, and the characters could be more in line with what he wanted. What he wanted was grinders he could loot and be able to pay his end with whoever he wanted to be around.
