It's not just mackerel but all stocks of fish have declined. I understand there arent always easy answers to balance what gets taken with what is being replaced and capable of growing back to harvest size. Here in NC I ve fished all my life so far and like yourself have seen the decline in every species , some more so than others. I understand your frustration that more isn't done or changes in laws to keep from overfishing. I ve never understood NC allowing shrimp trawling in inshore waters and I am referring to to the intercoastal waterway and tributaries. Commercial shrimp trawlers fish outside in ocean waters but smaller private " weekend warriors" possessing a commercial license can pull nets inside where their by catch is estimated at 10/ 1 . ( 10 lbs of incidental catch per 1lb of shrimp. Anyone not familiar with inshore fishing or haven't spent much time boating for any reason may not know about this but just in NC there are countless bays, marshes and creeks tied together and with the waterway. During times of lower water from halfway to low then halfway up these areas are or nearly are drained of water. They are the nursery areas for all our fin fish stocks as well as shrimp and during those low water low tide times swim to and from the deeper water in the waterway. The inshore trawlers pull during lower tidal times to take advantage of the shrimp concentrated and catch the juvenile fish and adults that are not living when taken aboard and must be returned. The by catch of 10/ 1 I d bet is much more and many tons of juvenile stock never get to harvest size. Why this practice has been allowed is frustrating to me. I m sure license revenue had much to do but how long before numbers drop to not sustainable not available numbers. It will be a lose lose situation for all.
