The reason it didnt work on your server is probably because papermc 1.18+ patches areabans
Basically, "chunkbans" dont work on chunks at all, but have a 32 block range(1.17)/radius(1.18+ spigot). They work not because the server or the client cant handle them, but because the shulker is too big of a file to send the item packet to the client
