I love that this list plays on the whole not needing superpowers thing, because just as you don't need superpowers to be a superhero, no one ever said you needed them to be a supervillain either in fact that's what i love most about a lot of Batman's enemies.
No matter what they say, Ras' should NOT be on this list!! The ONLY reason he is alive to be a Batman enemy is BECAUSE of magic, the Lazarus Pit. After all he is over 600 years old and would be dust without it. They also forgot to mention the Lazarus pit gives Ras' enhanced strength/agility/reflexes as well as a slight healing Factor.
My favorite Joker will always be DCAU Joker voiced by Mark Hamill His sinister and chilling voice is still iconic and as intimidating as other Jokers sound They just don’t have the same factor that Hamill had

The reason why the Joker is unarguably the most popular DC supervillain ever is actually rather simple to understand. It's that he symbolically stands against everything DC is typically about thematically, and what Batman emphasizes especially, the concept of fighting for justice.

I definitely think Harvey Dent is the most underrated supervillain. Perhaps it's because I hardly see him as a villain, but a really good person who has been delt such a difficult hand for his line of work, that he genuinely felt the best he could do was to be an agent of chance. Nevertheless, I'm a bit sad he didn't make the main list, though I understand there are other great contenders. I did think Scarecrow making the list was cool though, he's pretty underrated as well, I think.
I love how this list is basically batman villains as aside from a few like clayface most of his villains have no powers just like him but are equally as dangerous as every supervillain out there.

@@sparrow420500 Honestly lex might be a more complex villain than the joker, but I think the joker is a more versatile character, meaning he can be literally everything from a prankster to a terrorist to a gangster to a very tragic character... etc... both are great foils and villains to their heros. And I do think lex is probably more dangerous since he is rich and very powerful.

Luthor and joker are great villains because they don't have super powers,yet are some of the most dangerous and smartest villains of all time,proving that you don't need power to be a great villain.
The sad thing about Lex Luthor (at least the more recent portrayals like in the Arrowverse) is, his genius could have done a lot of good, but he became obsessed with seeing Superman as bad for Earth.

Fun fact: Paul Reubens played the Penguin father in both the Tim Burton movie and the Gotham TV series.
My favorite dc villain is scarecrow now that is one dc villain that I really respect. And really knows where to the f in fear.
