We cannot expect a foreigner to tell the difference between a "Chinese Singaporean" and "non-Chinese Singaporean” accent , any more than you or I can tell the difference between the various accents in the U.S.
That's quite an accusation, especially when you show zero evidence. I'm a fan of Joe Wong myself and have never seen him do the same bits I do. (E.g. for one thing, Joe Wong is a clean comedian and doesn't do sex jokes... he's also married so he doesn't do dating jokes, etc)
