風神アイオロスの娘ハルキュオネとその夫ケユクスは大変仲の良い夫婦であったが、自分達のことを全知全能の神ゼウスとその正妻ヘラのような仲のようだと例えたことが生意気だとゼウスが怒り、航海中のケユクスを嵐に遭遇させで殺してしまう。
夫の死を嘆き悲しむハルキュオネは夫の後を追って海に身を投げたが、ヘラは哀れに思い二人をカワセミに変えて再会させる。二人は鳥となった後も仲睦まじく暮らした。
鳥になったハルキュオネは海の上に浮かぶ巣を作り冬至の頃に卵を産むので、父である風神アイオロスはハルキュオネが卵を産む間、海に風を吹かせず凪にした。このことからカワセミは波を静める鳥、荒れた海を穏やかに鎮める鳥となった。
