If u hit the ground while in parachute animation its instant death regardless of the height. So it is safer not to have a parachute at all than not having enough height to use the parachute

Yeah, to put it in perspective, IV was a step back from SA but still is better than V, which is a downgrade in many ways besides Graphics.
