Yeah, I think you could in 3 too. I saw someone saying that they were glad they took it out from ODST onward (too my knowledge) but I actually REALLY enjoyed duel wielding. Getting ahold of fully charged double red plasma rifles was such a powerful feeling. Plus, it's not like duel wielding was forced on you or anything. So if people weren't a fan of it then just... don't duel wield. lol But I think that for Infinite it was probably taken out because of how heavy of an emphasis they put on the grapple shot. As often as you use the grapple, meaning you'd drop whatever weapon was in your left hand it kinda' makes sense why they just wouldn't include it. That still doesn't explain the other 4 games before the grapple though.
