Oshie was bent low, chasing the puck. He saw Panarin out of the corner of his eye with just enough time to start to straighten for the hit. His head did pop back from the hit, but it wasn't dirty, and Panarin didn't hit with an intent to injure. If there was any contact with the head, and I've looked at it from a bunch of different angles, it was unintentional. Panarin lead with his shoulder, and hit Oshie square in the sternum. And to the dude squawking about "taking a shoulder to the chin": Bedard did, which caused him to miss most of his rookie season due to a broken jaw. But that hit was on Bedard's 5'10" body bent to around 5'6", and Brendan Smith's 6'1" shoulder at almost an upright stance. That was also not Smith trying to hurt Bedard, just so we're clear on that. Hockey is a full-contact sport. It's one of the most physical games in the world, and the players will sometimes take awkward hits that look to the Armchair Announcers like they were dirty. Take your emotions out of the equation, watch the hit again, and it's pretty obvious that it wasn't Panarin trying to do anything more than get Oshie off the puck so his team could try to capitalise on a turnover.

That wasn't all that dirty of a hit
I do think this could be argued as a hit to the head but it isn't like extremely dirty with intent to injure hit.
