we do need to change the stiffness modifier or not? i have seen for beam Stiffness modifer to be 0.5 and for column to be 0.7 in for torsional and moment; is this correct ?

Base of a building is determined as per site condition and soil test report, But in general it is kept 5' below ground Level for normal site condition.
