Yes, first the anions will be removed and then the cations. This is a very simple demineralisation set up. In industries, four to six columns will be used to remove weak cations and anions and strong cations and anions. Only then water with very low hardness can be obtained.
We remove cation first because outgoing water after cation removal is acidic in nature and acidic water do not destroy any type of resin but if we remove anion first then outgoing water is alkaline in nature and alkali destroy the cation exchange resin. Thus we cannot remove anion first.
Raw water means any source of water without treatment ( untreated water). It can be tap water, well water, pond water, underground water etc. ( any fresh water source) This water will contain many minerals in it.

The cation and anion will react with anion and cation coming out of the column respectively. For example it will form CaCl2 and NaSO4 etc.

In an efficient process, we will have four beds. So mixed bed is not preferred.
