There aren't many themes that I buy every single set from, but a wave of Lord of the Rings sets (based on the movies, not Rings of Power or the Hobbit) would definitely be something I'd try to buy all of.

There were good parts (especially the scenes ripped straight from the book, like the riddles for the ring) and I liked Martin Freeman as Bilbo, but the Hobbit only has enough in it for one good movie, mayyyybe 2 if you really stretch it. I don't like all the extra nonsense they added, and it doesn't look anywhere near as good as the Lord of the Rings. In my opinion, it's a significantly lesser continuation of the story that I feel no need to be reminded of.
I love the idea of LOTR Diorama sets. "Get off the Road" is a good choice. Very solid. The Hobbits hiding under the tree roots from the Nazgul is indeed an iconic visual. Foe diorama choices though, my mind went immediately to the Door of Durin AKA the Gates of Moria. The quote could be "Speak friend and enter." What I really want from Lego LOTR more than perhaps anything else though are army builder sets. Rohan warriors, Gondorian warriors, Mordor Orcs, Uruk Hai of the White Hand, Last Alliance Elven soldiers. Last Alliance Numenorean soldiers, Gondorian Rangers, Army of the Dead, Haradrim, Easterlings, Dwarven soldiers, the list goes on.
A few months later and it's sounding they're planning on making just one big set this summer which is fine, but I would love wave focused on Gondor and Mordor. Here's an idea of what that might look like: Boromir's Last Stand: $20 feat. Boromir, Lurtz and Aragorn. There would also be a small build of the ruins at Amon Hen and the boat Boromir's body was sent down the river Anduin in Treebeard: $25 feat. Merry, Pippin and Snaga (the orc chasing them in Fangorn) along with a brick built Treebeard I Am No Man: $35 feat. Eowyn, Merry in Rohan attire, Theoden and the Witch-King on a Fell Beast The Bridge of Kazad-dum: $50 feat. Gandalf the Grey and the Balrog on a collapsable Bridge of Kasad-dum. Now, this set only has one minifig, but the price would be determined by the fact that it's one of the most iconic scenes in movie history and 99% of the effort in designing this set would be about gettign the Balrog just right Mordor Siege Tower: $60 feat. 4 orcs and a bigfig of a worker troll pushing a siege tower Mumakil on the Pelennor Fields: $85 feat. Eomer, Legolas, Gimli, 2 Haradrim archers and a Haradrim captain along with a brick built Mumakil The Taking of Osgiliath: $120 feat. Faramir, Frodo, Sam, Gollum, a Gondorian ranger, Gothmog, Nazgul, 3 Mordor orcs. The set would consist of two buildings in ruin on either side of a river and a broken bridge, a sewer tube where Frodo, Sam and Gollum can escape the city Barad-dur: $150 feat. Sauron. This would only be a brick built Tower of Barad-dur and would be huge. Maybe the price is a bit too optimistic The Siege of Minas Tirith: $450 feat. Gandalf the White, Pippin in Gondor attire, Faramir, Denethor, 2 tower guards, 4 Gondor warriors, 5 Mordor orcs, 2 bigfig armored trolls. This set would consist of two lower levels of the city, two trebuchets, a brick-built Grond battering ram, and the upper level with the white tree, throne room, the chamber where Faramir was about to be burned, and the beacon that Pippin lit. (I can also see this set being split into maybe 3 parts e.g. 'The Gate of Minas Tirith', 'The Walls of Minas Tirith' and 'The Burning of Farmir' where the sets can be attached to each other) With that being said, I would find it ok if Lego wants to make one huge LotR set each year and make it kind of like an event. That way the ppl who collect all the sets are paying a bit less I think per brick and in return get an extremely polished and well designed set like the Rivendell one we got last year.
Minas morgul, minas Tirith, Morannon etc are all too large a scale. Cirith ungol would potentially be a better option as it is simply a "watch tower" in comparison to entire city fortifications. Also shelob.
If they were to do a Minas Morgul set they could use the white "glow in the dark" bricks - would probably make it prohibitively expensive to produce but would be extremely cool imho.
The “Get off the road!” set will probably be named Black Rider Encounter or something similar. Maybe it has something to do with ease of translation, but there’s always been something simplistic and consise about LEGO set names.
I'd love a "Last Stand on Amon Hen" set with Aragorn, Lurtz, Boromir and an Uruk or two. Or "The Last Alliance" with Sauron, Isildur and Elendil. The amount of money I would blow on an LOTR diorama though...
There's already an online MOC 'Get off the road' set which looks fantastic and I would love to see Lego make an official one. I still don't understand why Lego doesn't start a diorama collection based on LOTR and HP as well. 30+ year old guys like me who grew with these movies would love to get dioramas rather than normal set. The fan base is HUGE! Also, as you mentioned, a microscale Minas Tirith (similar to the latest Hogwarts set) would look wonderful!
Are these Lord of the Rings sets your personal ideas or are they actual rumored sets that might come out next year? Is the Sauron Barad-Dur set coming out for sure?

Such a massive reveal would spread out all over Lego channels, but you’re the only one out with the news. Wonderful but just hypothetical pie in the in the sky. The potential for diarrhoeas in lords of the rings is often scale and I wish they would make a smaller more affordable sets but just can't see it happening

Minifig scale Minis Tirith could be done in the manner of the modular Hogwars sets.
