He gave him two options, dazai would give him and his sister a house, basic necessities, and would let him live a normal life, or akutagawa could join the port mafia. Akutagawa heard there would be a lot of pain in the port mafia but still joined.

Hell, he even saved Sigma in the elevator because he would be able to access Fyodor's memories. He let Kyouka kidnap him because that was also useful to him, helping him gather information on the bounty placed on Atsushi. Almost everything Dazai does is for his own benefit or to further his own agenda. He is willing to use and manipulate people, he is willing to kill people, he is even willing to risk himself getting killed as well if something goes wrong in his plans, all in order to achieve the end result he needs.
