Proccing electro on sylas and a lot of other melee matchups tht can't avoid ur passive easily means tht ur proccing ur passive AND electro. So it's passive + additional dmg from electro. The reason hail of blades is used for some matchups is bc u either hav hard time proccing passive on them and get out before they poke u out or u can abuse them early with e. Overall electro does mor dmg bc it's passive + electro dmg, but hail of blades is necessary in some matchups to guarantee passive procs and abuse enemy early on. Can't do dmg with electro if u can't even proc it tht much.
idk, the minion turned to ekko and then instantly turned back around to hit minions 0:46 . it looked like the two ranged minion swapped target to ekko then instantly to a different melee creep. could be bug like the first wave in top lane.
The possible answer here is that Sylas isnt in range and he also throws a non target ability to him( ekko's q), when u throw these kind of abilities minions wont aggro you. I think its more possible Sylas wasn't in range so that's why they took aggro for an instance and then they stopped.

Probably because its sylas and sylas won't try to go away like mages so doing short electrocute trades are better or its just a preference

How does he never get minion aggro then he trades the first few lvls? Iam D1 and I still can't do that, which fucks up my wavestates.
