    For privacy reasons, I am going to be somewhat vague about the specifics. I am good friends today with a retired Navy Capt who Commanded a Destroyer as well as a Ticonderoga-class Cruiser. We were actually in West Virginia fly fishing one day when I asked him what was some of his regrets from his time on active duty? He told me that was back in the 90s when he had to inform his ISIC of one of his Officers who was not on the ship when they left. This Officer was later found and arrested. The ISIC made the decision to keep said Officer CONUS and the matter would be handled when they got back home. During the deployment, this Officer was released but could not leave the area. There was an Article 32 investigation started and at some point just prior to the ship's return the Officer was charged with violating Article 87 as well as Article 133 for something I am not at liberty to discuss. After telling me about the situation as well as his ISIC's refusal to let him handle it the Officer was given a choice of dismissal after some brig time or GCM. He chose dismissal. That ISIC I understand went on to become a Vice Admiral with a reputation of being somewhat of a martinet. This situation according to my friend did not have to happen. He knew the chances of this Officer ever getting past Commander were slim to none, but he felt like he could rehab him and get a fine Officer in return. I know I may be hijacking this subject matter, but the UCMJ is also being used as a club by 06's and above!
