I think you need to hit the red button on the starter fob that makes the car beep and lights flash but other than that I think you have to buy or put in the Chevy app to do that that’s the only way they work with mine
That might be to use the cell phone to do the light flashes, honks and starting. The Onstar internet only package (not remote assistance) is all we have, I think, and it allows starting in the MyChevy app any distance away.

If they only go one way, I think I would rather have them go up (starting to rain).

If it's that "strobe" effect that's just a cell phone video recording artifact/bug for LED headlights.
