In Tiberian Sun for example, it works differently. If you had an advanced technological structure, you can continue to build advanced units even if the building destroyed.
I watched a speedrun and apparently you can use the waypoint system with an engineer and a spy to have both enter your own buildings (so you can 'infiltrate' your own factories, barracks, and even get the special units by infiltrating your own science labs)
Why building tesla plant while you know bio plant would be better, and why still deploying conscripts while you can use better infantry, such as initiates?
I still find it silly that you couldn't make a new Soviet MCV despite still having a Soviet War Factory

I think it works only in vanila ra2, and this has been fixed in more advanced game versions. Or not?
