She needs to stop bleaching it ans dyeing it that's why it's damaged. Her hair is stressed. It has had chemicals on top of more chemicals put on it. Her pores are probably irritated by now, her hair is definitely what we would call "Fried and died". She needs to let her hair breathe for a bit and just chill out with the chemicals.
Only if she goes to a expert hairstylist. My sister had a similar problem, she had to invest a lot of money in products like moisturizer, vitamins, etc. Don't use the hair straightener and similars for a while is as well important.

frequent use of blonde dye is very damaging. It can permenantly damage the scalp and cause hair loss. people should just wear their natural hair colour. healthy hair looks best. and to address your point about her hair being brown.. I actually heard east asians with black hair, their hair lifts easier to blonde than brown hair does.. brown hair is the most stubborn and therefore the most damage is caused. just what I heard, not 100% sure.
