There is no extra plugin to create a header and footer. You can use widgets to do it add optional in footer and theme Customize option to add elements to header.

Hi Alvin, how did you know what to call the scroll bar element in the CSS as "webkit-scrollbar"? Did you open up the div in the browser and examine the scroll css after pressing f12? Also, how do you set up a wordpress website to work offline on a local disk like it seems you are doing?

Hi Faiz. Open the inspect element of your browser and check if there are any console errors. If possible, send a screenshot to me.
