I do not agree that you have full control with turnkey. Turnkey offers front-ends, content (including games and payments) and risk management- that depends on the platform - but usually basic is offered. Allows some flexibility managed from the backend- it's not very neccessary to have full team to operate it. Major difference is that White-label provides license and Turnkey doesn't.

Good question. Per per head a bookie business model. The fee a business owner (operator) pays to PPH platform for each active bettor.
