Okay so let me cook here. I think the outro scene during the ED is actually the authors way of foreshadowing the ark before us.
If you notice the background is clearly hanamura which we haven't seen since FCU 0 during the movie and is where the end of episode flashback happens. Then we see steve walk in behind the lucio sitting there and push him off the edge I BELIEVE THIS IS DISPLAYING WHAT THE COMMING ARK ENTAIS.
Steve is going to have to remember during an encounter with a boss (Sewer rat?) during the start of the ark and then we will flash back to unlock the secrets of this strange lucio widow alliance and the history behind them.
Assumedly Steve then looses the fight and has to regroup once more. During this time steve who has the talent to rival even frogger will have to contact Evil Steve so he can use his Technique "Timey Wimy Breakdance" to send Steve back in time to Hanamura much like he has done in the past. This time however instead of just breaking through the barrier Steve must go and sabotage the traitor lucio (or even frogger himself?) so that this widow can't get the power she has now.
BOOM its all connected an in conclusion is steve the booping one because nah I'd win or is he betting it all on Mercy because with this treasure I summon Romani?
