I was planning to do one of these for my Pastor's wife but never would have thought of the power wash part! So cool! Did you say you sanded before the decals or did you not sand this at all during these steps?
Mine does that if the paint isn’t dry enough or the Epoxy gets too hot when I’m applying it. A good way around that is too lay white spray paint down first, lay down the gold, and then do a quick clear burst of spray paint to seal it. You shouldn’t have a problem after that.
Thanks so much Sandy!! My favorite, and only Epoxy is Speed Dry from Mr. Nola’s Glitter. Their glass coat is pretty amazing as well. Speed Dry is their fast setting epoxy.

I have not been successful using the gold paint, it repels the resin bad. How are you able to use it. It made my resin literally peel right off cup.
