Frame perfect means that something only has one frame in which you can do something in order for it to be sucessful. In this game, it's very hard to determine what/if something is frame perfect because of its variable frame rate. The rage spell would have precise placement, not timing, since it lasts the whole attack

I know that this requires a lot of skill... but until graveyard spell, it would be almost impossible to two shot maxed out districts and capital. It would be easier to get a 1 shot on a rushed base than a two shot on a maxed base.
