Thats Daphne Ashbrook who was in the FOX Doctor Who movie and guested on a Deep Space 9 episode. She's going to be a guest at LI Who2 next month. Really nice lady. Here is the write up from the LI Who2 Guest page:
"Daphne Ashbrook portrayed the eighth Doctor’s companion, Dr. Grace Holloway, in the 1996 Fox TV movie. She was the first American to portray a companion on Doctor Who and shared the first on-screen kiss with the Doctor.
She was also seen in the Star Trek: Deep Space Nine episode Melora as the title character. Daphne most recently starred in the hit Nick at Nite show Hollywood Heights."

She was the "crippled" doctor that used low gravity tech to hover and "fly" around the room. Normal gravity (Earth's or Bajor's) kept her confined to a wheelchair. The "weakling" doctor idea was the original idea intended for Dr. Bashir but it was cost prohibitive for the length of the series -- which is why you only saw it with her character.

Dang... Nana Vistor is still in GREAT . shape. You can tell she must workout 5-7 days a week and watches watch she eats. Now thats how a woman should conduct herself...
