Hi, she's a size 6, so 2-3 yards. A trick to use is get your fabric on fold; shoulder width divided by 2 plus sleeve length whatever value you get multiply by 3.5 or 4. Place your fabric on fold and take the measurement from the centre of your fabric fold. Hope this helps☺️

What if you want to add it band at the up side instead of the ruffues
Increase the neck width and place your thick elastic band on the neckline and sew.

How did u fold it
I folded the front into 2 and the back into 2. So, 4 parts are on fold. You can watch it again for more clarity. I hope this helps.
