The criminals can make a demand like ban heli/Nos or ask a few minutes before attack mode started, so basically they can choose the strength balance is. If they didn't confident about their skill, they can ask more handicap. So even they failed, theres no hardfeeling between player. And the most important one is to reduce the risk of getting flamed by some certain unsatisfied fans about what happen to their oshi
That actually happened in the last season and honestly, it was very bad for the overall mood, for both the streamers and viewers, and it ended up being disallowed. However, it did end up providing one of the most cinematic scenes that could have been straight from a movie, which I'll describe below: I followed Shakakin's (one of the police force aces) point of view and I remember he got info from an Apex Legends pro player called Mukai Masaki, who was also in the police force. Mukai told that his police partner, Yukio (another pro FPS player, I don't remember his full name), had been selling information from the police radio to the gangs. Shaka secretly talked about this information to the police officer he trusted the most, Sasatikk, who had such great skills leading police operations that he was treated as the head of the police force. Sasatikk proceeded to investigate Yukio secretly and was able to find clear proof of Yukio's wrongdoing by looking at which radio channels each member of the police force was using through the police tablet. Yukio had been using radio channels that were used by gangs. Sasatikk then proceeded to pick a moment where Yukio wasn't using the police radio channel and asked every other police member to gather at the station and gave the instructions to view Yukio's location through the police tablet and requested everyone to arrest him together. This moment was truly epic, as a number of police cars, sirens blasting, drove out from the police station a short distance away to Yukio's location, rammed his car and proceeded to arrest the utterly flabbergasted culprit. Yukio was taken to the jail, where Sasatikk proceeded to explain to Yukio and every police member involved in the situation what Yukio had been doing, how he gathered the necessary, proof, etc. Yukio admitted his crimes and ended up just getting the biggest possible single fine and the maximum 1 hour jail time and finally, a warning that he'd be fired the next time he did a crime. In the end, Yukio ended up making another crime the next day and was fired from the police force. Shaka and Sasatikk both stream from Twitch unfortunately, so there are no longer archives from the streams, but Kaga Nazuna from VSPO was also involved and she has archives of it, as she streams in TH-cam. I remember Nazuna being particularly angry at Yukio, saying there's no way she can work with someone she can't trust. I think Yukio might have received some hate in the chat by over enthusiastic fans as well, since it was soon after this incident corrupt police who sold information to gangs were forbidden by server rules. I remember getting needlessly emotional as well, as I genuinely rooted for the police and was angry that someone was ruining the efforts of the other police members. Of course I wasn't stupid enough to act on it or actually view Yukio badly as a result - heck, if anything, it was a wonderful display of role-playing as a corrupt police. But I wouldn't be surprised if there were a lot of people who did act on that anger I had as well.

Im actually not a fan of new rules. - if the police arrive in ongoing crime. Let them run for a chase. I enjoy the previous VCR -you escape if you can -fight back and kill the cops if you can -kill the criminals if they're armed But.. oh well it's a server rules to let them run then chase them now.
All the streamers' come on this server mostly to have fun interacting with each others, creating different scenarios and exciting situations to get involved in, and the rules allow that to happen. It might looks restrictive to the viewers but I believe it balance out a lot of the unfair mechanics in the game. For example, if not for the rules, police could just terminate the criminals and the hostages, then giving the hospital bills to the criminals. It's quite unfavorable for the gangs
on the JP VCR server, I have never seen someone successfully rob a bank because the police members are too OP and when there is a notification of a robbery, the police go straight to the bank, different from other servers when robbing they will be left alone so there is a chase scene
The rules are pretty lame. Not being able to shoot their tires? Having to let them get in their car and run? It just seems too restricting and monotonous
This VCR GTA2 has changed some rules for the police since they were pretty overpowered last VCR GTA. I think the hostage part where when they rob a bank for example and the robber has a hostage, the police wont arrest them immediately, instead they will ask for a "demand" and the prime example is what was shown in the vid, where the robber would ask for a police car chase for 3 minutes without shooting or no helis. idk tho thats what i heard
The rules might be lame for viewers but I think it's necessary. Also I don't think it affects the streamers' experience. The rules are pretty self-monitor and all the streamers all agree to follow it. The police chase is exciting and fun for them as well. If the rules aren't implemented, criminals wouldn't stand a chance to do anything they want and polices could really abuse their powers on gangs.
I'd argue that with these rules it's a lot better than without. If there were no rules then you could literally not get away with any crime considering cop cars in this RP client are ridiculously overtuned and they are allowed to use whatever they have whenever they have. IMO it should be even more like FiveM's rules in terms of RDM, randomly attacking people, etc.
Also the amount of pitting the police is allowed to do is ridiculous also. As long as they're not being actively attacked I think they shouldn't be able to attack.

If you compare VCR and VCR 2, it's clear that the police in the first VCR were more disciplined, I think because the police chief was sasatikk.
