What I think it could be is since sans is so weak they think he can’t use it because he could get hurt. I mean for teleportation it wouldn’t hurt unless he fell and broke a bone or something

About that, the best interpretation to "you can use magic" is using it for fighting. AKA doing damage with it. Since Sans have all stats as 1, for them it would be impossible for him to fight.
What they don't know is Sans actually do 1 damage, but per frame. With means he does 24 dmg per sec but karmic retribution delays it turning into "poisoning effect"
