They actually did during Twilight and after. You can still find the old articles and pictures of them kissing in a club. If you ever notice press after Eclipse they don't really do press as a couple but in a group and when they do the chemistry is never the same. Before Breaking Dawn while Jackson was touring with 100 Monkeys he met Sheila when she was part of a Freak Show act and the rest was history, Sheila even traveled with him when he was doing the press tour for Breaking Dawn.
