You didn't clarify something very important. If we get our nominations for 491 or 190 while on student visa can we 1) leave student visa and go on bridging visa 2) can we somehow file for full working rights with department for working rights?
Once you get the invitation, you have to file the visa. Once visa is lodged, you will get bridging visa (which will not be active unless your current visa / student visa expires) 1- I will not recommend leaving student visa and going on bridging visa 2- You cannot file something for getting full working rights - as bridging visa gives you working rights of previous held visa.

My employer is ready to sponsor me but I’m not fulfilling experience requirement as till my visa expires my total experience as a materials engineer will be 10 months but I’ll falling out of two months in this scenario I’m thinking about student visa to complete my 12 months experience for 482 visa. Kindly give you kind advise in this situation, When I start my student visa process as I just want to use student visa for bridging visa to complete my experience and then cancel student and file 482 visa. Yes you can work once you get 491.
Yes you can get 491 visa invitation on any visa. There is no restriction on any particular visa to get invitation.
