Boobies can be very effective and in the right hands can be utilised for many different thing whilst fishing. Competition fly fishers have been using these style of flies for decades to great effect. They can be fished on their own or as part of a team of flies. Often utilised as the buoyant fly when fishing the washing line or used to create a wake to bring fish into your cast.
If you are in the business of catching lots of fish you need a good selection of these flies.

One summer we fished Boobies for hours. The only colour that hooked a fish, granted a very large fish! Which we lost at the boat. I had success with other flies, so I suspect it is because we had no idea of how to fish them!
