The sign on the facility where the action takes place says "Strickland Waste management Facility", in other words it's where stuff goes to be thrown out/ disposed of. If these cloaked figures are people who have had all their energy drained out of them, perhaps those people are on site because they are about to be disposed of in some way? Ateez, as the leaders of this rebellion would be making a powerful statement by aligning themselves with these "throw-away" people and choosing to begin their rebellion first with those society has deemed unworthy or useless.
