That is actually supposed to be Go Hibiki, who was Dan's father. In a fight with Sagat, Go Hibiki damaged Sagat's eye blinding him in one eye. Sagat ended up killing Go Hibiki during the fight.
This was a compilation so Joe came with the game already I'm not sure where to get or patch in characters individually. Thanks for watching though I do appreciate it!
