Tsinghua University is in China and National Tsinghua University in Taiwan. For China you may apply to Chinese Scholarship Council twice in a year . For masters and PhD you need to find a suitable supervisor who will recommend you for the scholarship.

Maybe they will give you a response in a few days if possible try to write IELTS because Taiwan is research oriented even if you are coming for masters and not planning to do a PhD in the future still you have to do a project and write a thesis in your masters. Writing skills acquired during IELTS will ultimately help you. Don't just write it for the sake of admission it will help you in many other ways.
