Its a massive Chaingun firing Atillery shells with the orchester of death in the distance.

I would make a CRYOGEDDON super weapon
A beam of ice from above that gradually slows the leaves all infantry, vehicles and small buildings frozen solid.
These frozen objects cannot be built on until destroyed by attack ground commands.
Largwr structures take damage (but less compared to others) - they have their production speed greatly slowed for a duration

Alexander from Contra is the best, because it is what she should be in the first place.
A defensive and 'camping' CO.
She just needs her artilleries from Untitled and an MLRS, with increased range of course as in Shockwave.
But I won't deny the insanity of Tao of Contra.
