You know we barely get a lot of p40s in Hartford, we mostly get CTrail and if there was a P40 it would always be out of commission and dragged along by a cab car while the full shuttle is still moving

These are Ex-Amtrak, meaning they bought them from Amtrak. The only reason they look like that is because they don't have a paint scheme for them yet so I think that's why they look so rugged. Sorry you had to wait 2 years for an answer.
Amtrak leased out 8 of these units to them in 2005, but three years later in 2008, they eventually sold all of the 8 units to CDOT due to the P40s not being needed on Amtrak’s roster anymore

I got a video of a p40 at New Haven union station and it was heading towards the Hartford line.
