Is scholarship paid on monthly basis? Do they deduct the tuition fees and insurance premium from the stipend?

Usually biweekly. They normally deduct tuition. But not in all scholarships type.

Don't just focus on a particular university.
The focus should be on getting schools that have the research areas you are interested in
