Worked at a child abuse center. Your take is actually pretty grounded in reality. Whenever investigations were done into people that were reported for possession of illustrations, we almost never found anything suggesting involvement in any crime. So... no photos, no connection to any criminal distribution. It happened often enough to be an inconvenience. Since any investigation required manpower, manpower that was often wasted when it led nowhere. Manpower that could have been used to follow a lead that did lead somewhere. Of course, you have to take every report seriously, so not investigating it isn't an option. I say almost never, because illustrations never actually led anywhere. See, here's the rub. Those leads are typically dead ends. It doesn't mean there's nothing to be concerned about (something people do not get, but people dislike ambiguity). What do I mean by this? Whenever children were involved, illustrations were not the only thing that was found. There's a pretty obvious conclusion in hindsight here. In short, if you're a criminal, it's generally because well... you like *kids.* Art wouldn't do it for them. If it did, they wouldn't go after kids. So criminals typically they have both but more of the former. For creeps, they only ever had art, and creeps outnumber criminals. So if your 'in' to looking into someone's closet is their magazine contents, you were statistically likely to follow that lead nowhere. Frustrating, but again, it didn't always lead nowhere, so you had to look into it. The issue is - is that you literally cannot tell the difference between a creep and a criminal until after you investigate. So all in all, it was always unpleasant to deal with. Catching criminals generally involves more boots on the ground investigation. As in seeing someone being weird around kids, and trusting testimony that *something* is happening behind the scenes. Or just catching them participating in a transaction. The majority of child abuse by the way, is of the physically violent nature (and by family members or friends of family, because abuse is almost always behind closed doors for one reason or another). You'd be surprised how many parents think improvised weapons make a good disciplinary tool. It's so bad in fact that there's always a backlog of that. Always. Impossible problem it feels like in terms of sheer scope, and very traumatic to help out with. Obligatory "Please do not beat your children." from a volunteer worker at a child abuse center. We'd have more time to investigate harder crime if we could just end all the other 'less intense' crime. Kind of like how less people in the hospital due to flu made it easier to treat covid during the pandemic. Edit: If you take anything away from this, it's that we need people reporting things more when they see people being weird out in the open. Since stuff happens behind closer doors, you could be the first person to notice something amiss and not realize it. We cannot catch people without witnesses in these types of crimes

Having extreme kinks and fantasies don't necessarily mean you have compulsions to do those things, people who participate in CNC (Consensual Non-Consent) on average do not have any sort of compulsion towards actually r*ping people for instance. People who participate in impact play don't have compulsions to beat random people to the point of bruising. Whenever investigations were done into people that were reported for possession of illustrations, we almost never found anything suggesting involvement in any crime. So... no photos, no connection to any criminal distribution. It happened often enough to be an inconvenience. Since any investigation required manpower, manpower that was often wasted when it led nowhere. Manpower that could have been used to follow a lead that did lead somewhere.
Of course, you have to take every report seriously, so not investigating it isn't an option. I say almost never, because illustrations never actually led anywhere. See, here's the rub. Those leads are typically dead ends. It doesn't mean there's nothing to be concerned about (something people do not get, but people dislike ambiguity). What do I mean by this?
Whenever children were involved, illustrations were not the only thing that was found. There's a pretty obvious conclusion in hindsight here. In short, if you're a criminal, it's generally because well... you like *kids.* Art wouldn't do it for them. If it did, they wouldn't go after kids. So criminals typically they have both but more of the former. For creeps, they only ever had art, and creeps outnumber criminals. So if your 'in' to looking into someone's closet is their magazine contents, you were statistically likely to follow that lead nowhere. Frustrating, but again, it didn't always lead nowhere, so you had to look into it.
The issue is - is that you literally cannot tell the difference between a creep and a criminal until after you investigate. So all in all, it was always unpleasant to deal with. Catching criminals generally involves more boots on the ground investigation. As in seeing someone being weird around kids, and trusting testimony that *something* is happening behind the scenes. Or just catching them participating in a transaction.
The majority of child abuse by the way, is of the physically violent nature (and by family members or friends of family, because abuse is almost always behind closed doors for one reason or another). You'd be surprised how many parents think improvised weapons make a good disciplinary tool. It's so bad in fact that there's always a backlog of that. Always. Impossible problem it feels like in terms of sheer scope, and very traumatic to help out with. Obligatory "Please do not beat your children." from a volunteer worker at a child abuse center. We'd have more time to investigate harder crime if we could just end all the other 'less intense' crime. Kind of like how less people in the hospital due to flu made it easier to treat covid during the pandemic.
Edit: If you take anything away from this, it's that we need people reporting things more when they see people being weird out in the open. Since stuff happens behind closer doors, you could be the first person to notice something amiss and not realize it. We cannot catch people without witnesses in these types of crimes
I do think that it is far better for people like this to look at art rather than to abuse real children.

Yes, Loli is significantly less unethical than CP, nobody is harmed in the making of it, however I still find it to be uniquely unethical because of the normalization of CSA.
Having extreme kinks and fantasies don't necessarily mean you have compulsions to do those things, people who participate in CNC (Consensual Non-Consent) on average do not have any sort of compulsion towards actually r*ping people for instance. People who participate in impact play don't have compulsions to beat random people to the point of bruising. I would even say the horse art in his folder, as gross as I personally find it, doesn't necessarily mean Vaush has desires to abuse animals. Loli is unique in that regard because of the severity of the paraphilia that it caters to, and how that normalization can groom people into believing CSA is okay.
That being said, I saw the VOD, I saw his folder, and maybe it's because I am not some hentai expert, but I don't really know what in there was meant to be loli art, I am not saying there wasn't, but I don't think that Vaush actually wants to goon to loli stuff, given how prevalent it is in anime, and how ambiguous the age of characters in that art style is, I doubt it was intentional.

I can't even hear vague descriptions of violence against children in true crime channels if they aren't delivered very carefully. I shield myself from knowing this sort of thing. The people who hate it were probably not this careful (i.e. they probably got exposed to loli content and can't separate the way they felt when looking at it from the thing itself). The irrational emotional response to this is very human and normal.
