Beastmen are "playable" on anything lower than legendary, I have won a long campaign with them.
They just aren't fun, you have to spend your turns skulking in a forest somehow raiding nothing in particular until you find something sufficiently weak enough to win against.
Or as I played them, go around ambushing legendary heroes for their buffs while they fresh out of a hard battle so you stand a chance of winning.

Why do people care about the beastmen rework, all hordes suck in TWW and no amount of faction specific reworks can change that. Any meaningful change would come from a whole horde rework, and that wont happen.
